Republicans say Democrats in the Senate refuse to clear Senate Bill 178 because of language that would ban money in a victim restitution fund from being used for abortions.
The language has already been approved in the past by Democrats who are now holding up the bill, say GOP leaders.
According to Life News, in the last two of the five votes, Democrats voted 56-42 and 57-42 against motions to allow a vote on the bill to help human trafficking victims because they are not happy that funds meant to help women won’t be used to pay for abortions. The only Democrats to join Senate Republicans in supporting sex trafficking victims over abortion funding were Sens. Bob Casey, Pa.; Joe Donnelly, Ind.; Heidi Heitkamp, N.D.; and Joe Manchin, WV.
Tuesday, Senator Cornyn said he made slight revisions to the Justice for Victims of Trafficking Act of 2015 noting that Democrats should have little reason not to move forward on the anti-trafficking bill.
According to The Hill, under the Texas Republicans’ amendment, money in the victims fund would have to be transferred directly from the General Treasury Fund. Money from criminal fines will be then deposited into the General Treasury to offset the withdrawal.
“I don’t know how in the world they could possibly object when we’re answering — responding to their concerns and saying, you know, we’re willing to work with you to address those, in the interest of all of these victims of human trafficking,” Sen. Cornyn said. “We’ll find out.’
Following Sen. Cornyn’s amendment, Planned Parenthood’s president Cecile Richards released the following statement, calling it a “gimmick to limit access to abortion“:
“What victims of human trafficking need is access to health services and other support, not the accounting gimmick that Senator John Cornyn has offered. His relentless effort to use the trafficking bill to advance an ideological agenda to limit access to abortion is part of a broader agenda that we are seeing all over the country at the state and now federal level. Americans agree – politicians shouldn’t be involved in women’s health care decisions. What’s most troubling is that a measure that was intended to help survivors of human trafficking is now being used to hurt them. We call on the Senate to reject this amendment and any other attempts by Senator Cornyn and his allies to interfere in a woman’s personal health care decisions. These women need compassion and support – not barriers, condemnation and shame.”
Mark Crutcher, president of Life Dynamics, Inc. a national pro-life organization located in Denton, Texas said that the Planned Parenthood president’s statement was to be expected given their record of covering child sexual abuse.
“This is totally to be expected from an organization that does more every day to exploit children for sex than any other organization in the country,” Crutcher said.
Crutcher and his staff have documented that Planned Parenthood and the abortion industry cover up the sexual abuse of young girls.
In a report they recently published online, called, “The Cover-Up of Child Sexual Abuse” the group says that blatant disregard for mandatory reporting laws have caused young victims of sexual abuse to be returned to their abusers time and again.
Summaries of actual criminal cases Life Dynamics found revealed that Planned Parenthood showed little to no concern for victims of rape when they failed to comply with the law for profit.
In one incident the report details the criminal case against a 44-year-old man who began having sex with his daughter when she was 13.
Life Dynamics discovered that when the victim become pregnant at 16, the abuser forced her to undergo an abortion at a Planned Parenthood facility. The girl later testified that even though her father helped her complete the paperwork at the clinic, signed the consent forms for the procedure and remained nearby during almost every step of the process, she was able to tell the clinic’s staff that he was forcing her to have sex with him. Despite that, Life Dynamics says that it is evident that no report was filed by the clinic since the rapes continued for another year and a half after the abortion.
Another pedophile who began having sex with his stepdaughter when she was 10 years old also chose Planned Parenthood after he impregnated his victim. The report says that the victim refused to submit to the abortion at that time but relented three days later and was taken to a second abortion clinic. Life Dynamics says that it was evident that no report was made by either abortion clinic since the assaults on the child resumed after this abortion.
“In reading these cases, you will see incident after incident, in which girls continued to be raped and sexually abused – sometimes for years – after the abortion clinic where they were taken ignored the state’s mandatory reporting law,” Crutcher said.

Senate Majority Leader Mitch McConnell said that voting on the bill will take place this week.
The fight over the Human Trafficking legislation has held up the nomination of Loretta Lynch for attorney general who will replace outgoing AG Eric Holder. Lynch is also an avid abortion advocate.
